Washington Parish Grand Jury Indicts a Franklinton Man on Multiple Sex Abuse Charges Involving Children Under 13 and Animals
FRANKLINTON – District Attorney Warren Montgomery announces that on October 10, 2023, a Washington Parish grand jury indicted Eugene Loisel, III, age 39, of Franklinton, Louisiana, on two counts of 1st degree rape involving a victim under the age of 13, one count of molestation of a juvenile involving a victim under the age of 13, 3 counts of production of pornography involving juveniles under the age of 13, 1 count of sexual abuse of an animal, 2 counts of cruelty to juveniles and 19 counts of possession of pornography involving juveniles under the age of 13. The acts occurred from June to August of 2023 in Franklinton and began when the victim was 5 years old.
Detective Chad Cassard of the Washington Parish Sheriff’s Office investigated the case. Assistant District Attorney Ysonde Boland presented the case to the Grand Jury.
