FRANKLINTON—District Attorney Warren Montgomery formally charged inmate and former model Dean E. Kelly Monday (March 7) with four counts of solicitation to commit murder for an alleged plot to kill Orleans Parish District Attorney Leon Cannizzaro, New Orleans City Council Chairman Jason Williams, Criminal District Court Judge Tracey Flemings-Davillier and a victim of a sex crime that Kelly committed.
Kelly, who is incarcerated at the Rayburn Correctional Center in Angie, La., attempted to hire a former fellow inmate to carry out the killings in exchange for $35,000 in cash, two luxury cars, a boat, and a BMW motorcycle.
Kelly, known for his appearance in a popular Aerosmith music video, had pled guilty to sexual battery and felony carnal knowledge of a juvenile. His 10-year prison sentence was suspended if he successfully completed five years of probation. But in June 2014, Flemings-Davillier revoked Kelly’s probation when she learned that he had violated the terms by soliciting women on Facebook and failing to register some of his phones with the sexual offender registry. Flemings-Davillier then ordered Kelly to serve the prison sentence.
Among the people Kelly is accused of plotting to have killed is the victim of the crime that landed him in jail. Williams, an at-large member of the New Orleans City Council and an attorney, represented Kelly. The murder plot came to the attention of authorities in October 2015.
