District Attorney Collin Sims announces that Troy Scott Jordan, 59, of Franklinton, Louisiana, has been arrested for Second-Degree Murder in the 2017 death of Donna Arceneaux. The arrest follows an intensive collaborative effort between the 22nd Judicial District Attorney’s Office and the Washington Parish Sheriff’s Office. The District Attorney’s Office will present the case to a Washington Parish grand jury at a date yet to be determined.

“Our office is committed to ensuring that no case is forgotten, and no victim is denied justice simply because of the passage of time,” said District Attorney Collin Sims. “Today’s arrest is a significant step forward for the family of Donna Arceneaux, and it serves as a clear message: we are dedicated to pursuing the truth, regardless of how many years have passed.”

The arrest of Mr. Jordan is part of a broader, proactive effort by District Attorney Sims to re-examine unsolved homicides. This matter is one of several cold cases currently being reviewed by the District Attorney’s Office in close partnership with local and state law enforcement agencies. These reviews utilize modern forensic advancements and fresh investigative perspectives to bring closure to long-standing cases.

“I want to personally thank Sheriff Jason Smith and his investigators, Fred Oswald and Jimmy Richard, for their renewed focus on this case,” Sims stated. “Their discipline, combined with the technical expertise of the Louisiana State Police and the St. Tammany Parish Coroner’s Office, allowed us to advance this matter to the point of arrest. This partnership is the cornerstone of our strategy to address cold cases across the district.”

As this remains an active criminal investigation and is now moving into the judicial phase, the District Attorney’s Office will limit further comment at this time.
