St. Tammany Parish Grand Jury Returns Indictments in Two Cases

District Attorney Collin Sims reports that on October 23, 2024, a St. Tammany Parish grand jury returned indictments in two unrelated matters.

The grand jury indicted 49-year-old Scott Jenkins of Madisonville on two counts of first degree rape of a child under the age thirteen, one count of sexual battery of a child under the age thirteen and one count of aggravated crime against nature involving a child under the age thirteen.   The alleged offenses occurred between December 1, 2023 and April 3, 2024.  Detective Tyler Pathoumthong with the St. Tammany Parish Sheriff’s Office headed the investigation.  Assistant District Attorney Ysonde Boland, Chief of the Special Victims Unit of the District Attorney’s Office, presented the case to the grand jury.

The grand jury also indicted 20-year-old Tedrine Jones of New Orleans and 17-year-old Emon Starks of Waggaman for manslaughter relating to the fatal shooting of 19-year-old Stephen Sampson on August 24, 2024.  The grand jury also indicted Jones for aggravated flight from an officer, illegal possession of stolen things and attempted theft of a motor vehicle and Starks for illegal possession of stolen firearms, illegal possession of stolen things and attempted theft of a motor vehicle.  Detective Scott O’Shaughnessy with the Slidell Police Department headed the investigation.  Assistant District Attorney Ronald Gracianette presented the case to the grand jury.
